API 1149
API Publication 1149, Pipeline Variable Uncertainties and Their Effect on Leak Detectibility, by Dr. Jim C.P. Liou, addresses the effect of measurement uncertainties related to leak detection system sensitivity. The API 1149 concepts deal with steady state flow in liquids pipelines. API 1149 uses pipe characteristics to establish the environment on which the measurements will have their effect. It then applies measurement accuracy and uncertainty from the instrument vendors in order to determine theoretical leak detection sensitivity based on measurement quality. The result is the theoretical limit to leak detection sensitivity based on instrument accuracy and pipeline characteristics.
In practice, the repeatability of instruments is more important to the current generation of models than is raw accuracy. This is because the effect of instrument inaccuracy is dealt with by the model in the form of tuning over a very long time constant. Once quiescent states are reached, these models are able to focus on very small disturbances in the steady-state conditions rather than the initial differences in upstream and downstream readings. This generally results in performance superior than can be predicted when the accuracy of the measurements across the full span of the instruments are assumed.
